Instagram's own messaging rules do not let a business open a conversation with someone who hasn't messaged first, and DM Handled is built so that it cannot either — not as a setting you could switch off, but because the code has no path that starts one. It connects through the official Instagram Messaging API (part of Meta's Graph API), never a logged-in browser session, and it writes freshly-worded replies at a throttled rate well inside Meta's own limits rather than firing identical text at machine speed.
